Spar Canyon-Round Valley Access Road Improvements (DOE/EA-1980)
Custer County, Idaho


    Bonneville Power Administration (BPA) proposes to improve access roads for its existing Spar Canyon-Round Valley transmission line located on Bureau of Land Management (BLM) land in Custer County, Idaho.

    BPA's access road improvements would involve road construction and improvement along about 5 miles of existing routes, developing fords at drainage crossings, and acquiring access rights from BLM. These improvements are needed because existing roads are in poor condition or lack a defined route of travel. Access roads are critical for continued safe and reliable operation and maintenance of the power transmission system.


    BPA and BLM are developing a draft environmental assessment (EA) to identify potential environmental impacts from the proposed project, which will be released for public comment in 2015. A joint letter was mailed to the public on August 1, 2014 requesting comment. The comment period closed September 2, 2014. Based on the analysis in the EA and comments received, BPA will prepare either a finding of no significant impact (FONSI) and decide whether to proceed with the project, or environmental impact statement (EIS) if there is the potential for significant environmental impacts.
