Rock Creek 500-kV Substation Project
Klickitat County, Washington



  • PROJECT DESCRIPTION:


    The Bonneville Power Administration (BPA) is building a 500/230-kilovolt (kV) substation beneath and adjacent to the existing John Day 500-kV transmission line (between structures 84/4 and 84/5) in the Goodnoe Hills area of Klickitat County, Washington. The 7.5-acre site is adjacent to Hoctor Road in Township 4 North, Range 18 East, Sections 34 and 35. The purpose of the substation is to provide interconnection of up to four wind facilities proposed to be built by independent developers in the general area of the substation.

    At the present time, two wind developers, White Creek Project, LLC (WCP) (formerly Last Mile Electric Cooperative [LMEC]) and Windtricity Ventures, LLC and Northwest Regional Power, LLC (Windtricity) have completed the county conditional use process for generating up to 200 and 150 megawatts of electricity.

    The integration of these two wind projects into the new substation was analyzed and approved by BPA Administrator Steve Wright in a tiered Record of Decision (ROD) to the BPA Business Plan EIS in November 2005. BPA decided to offer contract terms for interconnection of 350 megawatts (MW) of power from the Goodnoe Hills and White Creek Energy Projects into the Federal Columbia River Transmission System. The decision to offer terms to interconnect the Wind Energy Projects is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 1995).

    BPA would not be purchasing any power from the proposed wind projects.
