Port Angeles-Juan de Fuca Transmission Project

PROJECT DESCRIPTION:
Sea Breeze Olympic Converter LP (Sea Breeze), a private developer, is planning
to construct a 550-megawatt direct current (DC) electric transmission cable
from Victoria, British Columbia, Canada, across the Strait of Juan de Fuca
to Port Angeles, Washington. Sea Breeze received a Presidential permit from
the Department of Energy's (DOE) Office of Electricity Delivery and Energy
Reliability (OE) for the international crossing of the cable, and was granted
authorization from BPA to connect into the federal electric transmission system.
The cable will be placed in a trench on the sea floor of the Strait for most
of its length, with about 12 miles in U.S. jurisdiction. On land, it will
be placed in a trench in local streets in Port Angeles and will connect to
a proposed DC/AC converter station, which in turn will connect to the adjacent
BPA Port Angeles Substation. This existing BPA substation will be expanded
to accommodate the cable interconnection.
In March 2007, DOE (BPA and OE) released a Draft Environmental Impact Statement
(EIS) that analyzed the potential impacts of the project. In October 2007,
a Final EIS was released that addressed comments that were received on the
draft. DOE decided to implement the Proposed Action and Preferred Alternative
as described in the EIS and a Record of Decision was signed in Washington
DC on May 27, 2008 and in Portland Oregon on May 30, 2008. Project construction
will commence sometime after contract terms are determined and other permits
and approvals are granted.

CURRENT STATUS:
DOE (BPA and OE) has decided to implement the Proposed Action and Preferred
Alternative as described in the EIS. The Record of Decision (ROD) was signed
in Washington DC on May 27, 2008 and in Portland Oregon on May 30, 2008. Project
construction will commence sometime after contract terms are determined and
other permits and approvals are granted.
