Removal or relocation of a predator species (e.g., northern pikeminnow) that are having a detrimental effect on salmonid populations.

Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation.
Example:

WE: Remove or Relocate Predaceous Animals
WE Title: Implement northern pikeminnow sport fishery to reduce pikeminnow predation on juvenile salmonids.

WE: Produce Environmental Compliance Documentation
WE Title: Obtain local permits and ESA compliance associated with the northern pikeminnow sport fishery.
Rule 2: If you are removing animals at various locations, a work element must be created for each location. This does not require multiple work elements for WE# 165, Produce Environmental Compliance Documentation.

Location Guidance

    Identify point at each discrete location where animals were removed and/or relocated from. Alternatively, identify point at approximate midpoint of continuous stream reach or waterbody where animals were removed and/or relocated from. You may enter more than one point for this work element.

Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
    NEPA coverage for this work element will be identified by BPA's Environmental Compliance Lead.
  • Endangered Species Act (ESA)
    ESA consultation is typically required for this work element.
  • National Historic Preservation Act (NHPA)
    NHPA Section 106 consultation is typically not required for this work element.
  • Public Involvement
    Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.

  • Associated Work Elements
    • For coordination with landowners and other entities, use WE# 118, Coordination.
    • The development of a predator management plan and its associated implementation plan can be milestones under this work element if removal/relocation is being done on a small scale. For larger efforts, such as the Northern pikeminnow program, the development of the management and implementation plans should be covered under a separate work element. In this latter scenario, use WE # 174, Produce Plan to cover the development of the predator management plan.
    • If you are removing or relocating an undesirable animal species or nuisance individuals that are not predaceous, use WE# 167, Remove or Relocate Non-predaceous Animals.
    • If you are transporting fish for the purpose of assisting upstream and/or downstream migration, use WE# 28, Trap and Haul.
    • If you are transporting fish as a part of a hatchery program, use WE#65, Transport Fish.
    • If you are installing a fish trap to aid in pre-season tagging or removal of predators, use WE# 70, Install Fish Trap/Monitoring Weir.
    • If you are planning to tag or mark predators, either pre-season or during the relocation process, use WE# 158, Mark/Tag Animals.
