Includes work performed under contracts solely for spawning of adult fish. If the full range of hatchery fish culture activities is performed under a contract, use WE#176, Produce Hatchery Fish.

Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation. Also, operations and maintenance (O&M) costs should be split out under WE# 61, Maintain Hatchery.

WE Description: Approximately 80 fish (40 male, 40 female) will be spawned to produce 200,000 fertilized eggs.

WE Description: Obtain local permits and ESA compliance associated with the spawning operations.
Rule 2: If multiple species and/or brood years are spawned, you must use separate work elements for each species and brood year, since the metrics for each need to be reported separately.

Environmental Compliance
Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time. Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances. NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion. Endangered Species Act (ESA)

Public involvement is typically required for this work element. The contractor should work with BPA Environmental staff to document previous or ongoing outreach efforts associated with this work or to develop a public involvement plan.
Associated Work Elements
- If the full range of fish culture activities is done under a hatchery contract, spawning fish would be covered under WE# 176, Produce Hatchery Fish.
- If a hatchery O&M contract involves only one or two fish culture activities such as trapping/collecting/holding fish or acclimation of juvenile fish, one or more of these specific work elements may be used, as appropriate: WE# 66, Trap/Collect/Hold/Transport Fish - Hatchery; WE# 59, Incubate Eggs; WE# 63, Rear Fish; WE# 56, Acclimate Juvenile Fish; WE# 60, Maintain Fish Health.
- Maintenance of a spawning facility is covered under WE# 61, Maintain Hatchery.
- Any use of WE# 64 Spawn Fish requires an annual production plan for those fish. Use WE# 174 Produce Plan ? Hatchery Production Plan to cover work to develop this plan. The plan will cover all species reared under this WE. For each species, where applicable, the plan will include a forecast for the next adult return and the number retained for broodstock, disposition of excess fish, assumptions about survival between life stages, number of individuals to be released at each lifestage, transportation, and acclimation plans, etc. The plan will be provided electronically to comanagers and attached in Pisces to the contract under which the fish are reared. For contracts that also include WE# 61 Maintain Hatchery, where an annual maintenance plan is required, the annual production plan(s) and the maintenance plan may be combined into a single document titled "Annual Operating Plan" (AOP).
- All put and take fishery work is covered under WE# 187, Put and Take Fisheries.
