Includes work performed under contracts solely for acclimation of juvenile fish. If the full range of hatchery fish culture activities is performed under a contract, use WE#176, Produce Hatchery Fish.
Deliverables (recommended)
  • Number, size class, and species of fish acclimated.
    Locations of acclimation.
Rules and Examples (work element scenarios and associated rules)
Rule 1: Any ESA, NEPA, permitting, or other environmental compliance work should be split out under WE# 165, Produce Environmental Compliance Documentation. Also, operations and maintenance (O&M) costs should be split out under WE# 61, Maintain Hatchery.
Example:

WE: Acclimate Juvenile Fish
WE Title: Acclimate juvenile kokanee fish at Happy Fish Hatchery.

WE: Produce Environmental Compliance Documentation
WE Title: NEPA for juvenile fish acclimation activities at Happy Fish Hatchery
WE Description: Provide NEPA documentation to BPA and work with NOAA Fisheries to obtain Section 10 permit for juvenile fish acclimation activities at Happy Fish Hatchery.
Rule 2: If more than one species/ESU or brood year is being acclimated, split each into separate work elements.
Example:

WE: Acclimate Juvenile Fish
WE Title: Acclimate BY2008 juvenile spring Chinook salmon at Happy Fish Hatchery
WE Description: Brood year 2008 spring Chinook salmon are transferred from the Fish Central rearing facility to the Happy Fish acclimation pond and released after 2 weeks.

WE: Acclimate Juvenile Fish
WE Title: Acclimate BY2008 juvenile summer Chinook salmon at Happy Fish Hatchery
WE Description: Summer Chinook salmon are transferred from the Fish Central rearing facility to the Happy Fish acclimation facility and released after 10 days.
Rule 3: If fish of the same species are acclimated at different locations within the same subbasin, you may lump them under a single work element. However, you may wish to split the different locations into separate work elements if it helps provide clarity for project management purposes.
Please note: If fish are acclimated and released into separate subbasins, you must use separate work elements for each subbasin, but you may have multiple locations within each subbasin.

Option 1 (lumping)

WE: Acclimate Juvenile Fish
WE Title: Acclimate juvenile spring Chinook salmon at Happy Fish Hatchery & Cheerful Creek acclimation site
WE Description: Brood year 2007 spring Chinook salmon are transferred from the Fish Central rearing facility to the Happy Fish and Cheerful Creek acclimation ponds in the Big River Subbasin for 2 weeks of acclimation before release.

Option 2 (splitting)

WE: Acclimate Juvenile Fish
WE Title: Acclimate juvenile spring Chinook salmon at Happy Fish Hatchery
WE Description: Spring Chinook salmon are transferred from the Fish Central rearing facility to the Happy Fish acclimation pond for 2 weeks of acclimation before release.

WE: Acclimate Juvenile Fish
WE Title: Acclimate juvenile summer Chinook salmon at Cheerful Creek
WE Description: Summer Chinook salmon are transferred from the Fish Central rearing facility to the Cheerful Creek acclimation pond for 2 weeks of acclimation before release.
Milestones (may include)

  • Environmental compliance requirements complete
  • On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff (completion can be based on pre-existing environmental documentation from BPA).
  • Receive juvenile fish for acclimation
  • Acclimate fish according to a predetermined timeline
  • Release fish

Location Guidance

    Identify point where acclimation took place. You may enter more than one point for this work element to describe multiple acclimation facilities for a single species that are part of the same hatchery program. However, if work is done in separate subbasins, use a separate work element for each subbasin. If a location already exists in Pisces, click the "Link" button to synchronize locations. Environmental Compliance

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in Pisces in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in Pisces, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

    NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion.

    ESA consultation is typically required for this work element.
  • National Historic Preservation Act (NHPA)
    NHPA Section 106 consultation is typically not required for this work element.
  • Public Involvement
